Draft: testing/php82-pecl-phalcon: aport restored

I can see the commits, in testing repo removed 2 packages. testing/php82-pecl-phalcon: remove testing/php83-pecl-phalcon: remove

We are dependent on it, and due to removal of this package, my project build is now completely stopped, and I am not able to deploy my project changes to Production, all the live project are affected. Adding this package again whatever was removed so our live projects can be deployed.
