testing/py3-py-radix: fix build with gcc 14

mio requested to merge mio/aports:py3-py-radix into master

A single test, test_000_check_incref, was taking >=20 minutes on some arches (mainly 64-bit) and was skipped. However, if letting the test run its course is preferred, the MR can be revised to remove the skip patch.
