main/pjproject: add minor and patch version to soname

Sertonix requested to merge sertonix/aports:pjproject into master

Upstream doesn't provide a stable ABI so any minor or patch version change can break it. Forcing a rebuild of packages linking against pjproject on every upgrade is the safest option then.
