Partial Go 1.23.1 rebuild

Sören Tempel requested to merge nmeum/aports:go-reduced-rebuild into master

Don't want to do a world rebuild for an encoding/gos DOS fix. This attempts to reduce the rebuild set by just rebuilding packages which include the string "encoding/gos" in their source. Of cause, this might have false-negatives (e.g. if the package depends on a go module which uses "encoding/gos" that we didn't package ourselves).
