This is not a requirement for booting the system, as one can log in without it. So move the pam modules to /usr/lib

I have indeed reviewed every package in detail, going through https://pkgs.alpinelinux.org/contents?file=&path=%2Flib%2Fsecurity&name=&branch=edge&repo=testing I have rebuilt many things locally when it was not an obvious and straight-forward change.
