community/libshumate: upgrade to 1.2.3

• Remove upstream patch included in 1.2.2
• Disable (tests or package?) for loongarch64 and riscv64, where the same tests failed on both arches. The tests also failed on a 1.2.0-r1 rebuild on loongarch64. Relocation type not implemented yet mesa issue for loongarch64 and riscv64 resolved.
