I have contacted @ptrcnull and received the go-ahead for move fcitx5, and @Celeste for m17n-{db,lib}.
I also have emailed @progcat at 2024-08-24 23:00 UTC, but get no reply.
Considering she/he is inactive for a year, I take over maintainership of fcitx5-qt, fcitx5-configtool, fcitx5-chewing, and move them to community.
