Draft: community/kde-frameworks: enable tests for tier 1 frameworks

Tier 1 KDE Frameworks now have upstream Alpine/Musl CI which prove that the previously disabled tests actually succeed again. There are 4 packages left to fix upstream (kcalendarcore, ki18n, kwidgetsaddons and kwindowsystem) but at least I've enabled the tests there that do succeed.

This might need to wait with merging till KDE Frameworks 6.6.0 has been released, since CI for these has only been added after 6.5.0 was released.
