[3.20] community/netdata: disable non-free v2 dashboard

Kevin Daudt requested to merge kdaudt/aports:3.20/netdata-disable-dashboard-v2 into 3.20-stable

The v2 dashboard is licensed as NCUL1, which is a non-free license, and only distributed as a minimized closed-source blob.

Disable the v2 dashboard and make sure the original v1 dashboard is used.
