community/ocaml5: build native compiler for riscv64

Finally the mystery that was noted in https://github.com/ocaml/ocaml/issues/10957 is solved, details in the commit message, fix will very likely also work with OCaml 4 but, for now, i am of the opinion that we shouldn't be enabling new archs for a branch that will go out of support (just not sure when).
