Upstream release of 16.11.2 wasn't fully completed due to failed pipeline, fixes it introduces are still important.

Due to 16.11.2 release pipeline not finishing, helper images pulled before every job to setup job environment weren't released either. This is a workaround to temporarily lower VERSION given during build to pull helper image that do exist.
