[3.19] community/go: upgrade to 1.21.11
There are a couple of security fixes:
I guess that if I'm updating this I'm expected to bump all go packages in a follow-up MR? Do we care for community/3.19 which is an older release? (I don't use any)
(frankly I'd also accept this being closed, it'd be a good argument for me to move to the next release faster next time
