testing/bazel7: new aport
Another attempt at packaging Bazel 7.2.0, supersedes !55878 (closed)
The build succeeds but something is going wrong with the rules_java dependency after build, I have asked on the Bazel GitHub referencing this MR to see if I can get some help to finally get this over the line.

Maybe some of the steps done by Wolf to modify how ijar is built/required are needed here as well?
