community/perl-net-saml2: new aport and update depends for perl-moose

Had to add update to perl-moose as it was missing the perl-devel-overload dependency

Add support for Net::SAML2

Note that I was granted the COMAINT role for the Net::SAML2 module recently and released 0.20 to CPAN today. This is the first official release of Net::SAML2 since 2012.

Not sure if you have any rules around being responsible to the software release and the package maintainer at the same time.
