community/traefik: upgrade to 3.0.0

• changed traefik.yaml
  • pilot is deprecated on config https://doc.traefik.io/traefik/migration/v2-to-v3/#pilot
  • compress does not exists on "accessLog" https://doc.traefik.io/traefik/observability/access-logs/
  • compress level (integer) on "log" it should be (boolean) https://github.com/traefik/traefik/pull/10716
• add -doc package for MIT license
• add "all" arch
• fix tests on some platforms (and skip some 👀)
• add dashboard webui (since its embed files, can not make a separated app)
