community/cue-cli: upgrade to 0.8.2; move from testing

I've been using CUE since 0.4.0, and the language specs has been mostly stabilized, so I think it's appropriate now to move the package to community.

Side note: CUE 0.8.0 introduces cuepls binary (the LSP server), but it doesn't seem to work well (only supports formatting for now, errors on other client request types), so I leave it out of the package. Upstream intends to merge it into CUE CLI once the functionalities are stable anyways.
