community/todoman: add -repl subpackage

omni requested to merge omni/aports:todoman-repl into master

Todoman has an optional feature which has extra dependencies. This subpackage provides this feature.

(I could not change the commit message, to something more common, in !63080 (closed) since it is not a separate branch, I have preserved the original author @WhyNotHugo)
