community/putty: move from main

I think this was added to main/ before community/, where it belongs, existed and has stayed there since

I don't have strong feelings about this, it also seems simple enough to easily backport security upgrades

changed milestone to %3.20.0

if we want to do this, it makes sense to do it before the 3.20 release
