testing/hare-{compress, http, message, unicode}: new aports

New aports from the Hare extended libraries.

• hare-linux requires a older hare (upstream needs to update)
• hare-c requires hare-madeline which requires a hare >0.24.0 (i guess? see !64771).

So these are excluded. (i've got it in my hare-extlib-failed branch)
