tipidee: the skarnet.org web server

tipidee comes to Alpine!

This branch does a little janitorial work, fixing a long-standing annoyance where the s6 openrc service would fail on shutdown (no impact, just a few wasted seconds) and pushing the new version of execline. But mostly it's about packaging the tipidee web server.
