testing/hyprland: upgrade to 0.38.0

Now, I think it's got most of the features I need... I would move it to community, but it depends on hyprcursor, which I haven't gotten the tests to run yet... (having xcur2png would be a good way to make it possible to run the tests, I think...)

32-bit builds failing? already fixed upstream.
