community/ghc: upgrade to 9.8.2

Sören Tempel requested to merge nmeum/aports:ghc-9.8.2 into master

Should build, but still need to address the following stuff:

  • Make tests pass
  • Allow and test self-bootstrap with 9.8.2
  • Rebootstrap cabal-stage0 with 9.8.2
  • Update all existing Haskell aports
    • New lock files
    • Adjust LLVM path
