main/linux-pam: add -manual subpackage

This subpackage ships an extensive HTML/PDF manual. AFAIK this manual is not available on the web, hence it is useful to ship it with the package. Since these files slightly exceed the 2 MiB -doc package threshold there are provided in a separate -manual subpackage.
