Draft: main/dbus: change user before running system dbus

This moves the responsibility of dropping root permissions from dbus to openrc.

This is marked as draft since it creates some potential issues:

• the fd limit can't be increased by dbus
• preventing a warning cause setgroups fails requires a patch
