*/perl-*: remove conflicting man pages already provided by perl-doc

Celeste requested to merge Celeste/aports:fix-perl-conflicting-manpages into master

I looked through all the perl*-doc packages, and found these, while modifying them, i took the opportunity to remove perl-dev for noarch aports too.

There are 5 more aports with duplicate man pages, but they have replaces="perl-doc":

  • perl-carp
  • perl-encode
  • perl-sys-syslog
  • perl-test-harness
  • perl-unicode-collate
