Patches copied from Debian’s openssh 9.2p1 (https://sources.debian.org/src/openssh/1%3A9.2p1-2%2Bdeb12u2/debian/patches/). Only CVE-2023-51385 needs a tiny modification to apply.

Also enable test suite.
