main/perl-date-format: remove

Celeste requested to merge Celeste/aports:remove-duplicate-perl-date-format into master

This is a duplicate of main/perl-timedate, so remove it in favor of perl-timedate, which follows the apkbuild-cpan convention of mapping CPAN distribution names to aport names.

Also, add the relevant provides/replaces to perl-timedate, and switch 4 aports that used perl-date-format to perl-timedate.
