testing/qtile: upgrade to 0.23.0

0001-use-xcffib-1.4.0-s-new-in-line-APIs.patch was merged upstream

• xcffib must be upgraded to >= 1.4.0
• cairocffi must be upgraded to >= 1.6.0

both of those are alright, xcffib is 1.5.0, cairocffi is 1.6.1

• New optional dependency pulsectl-asyncio required for PulseVolume widget
