testing/proftpd: Upgrade to 1.3.7_rc3

This MR upgrades proftpd to the latest rc-release. The old 1.3.6 version was released in 2017, so it's time to upgrade.

The RC-Version is fine and stable, the "regular" 1.3.6c didn't compile with ppc64le and crashed when using TLSv1.3 (https://github.com/proftpd/proftpd/issues/795 not really fixed)
