testing/perl-{bsd-resource,class-inner,test-unit}, rcs: adopt

Tried to contact @vaka via email on the 27th of November regarding these 4 aports (together with websockify that's already adopted in !56372 (merged)), but haven't received any reply until now, so i assume no reply will be forthcoming.
