testing/kumactl: upgrade to 2.5.0

Hoang Nguyen requested to merge folliehiyuki/aports:kumactl-update into master

Add kuma-cp, kuma-dp and doc subpackages. The data plane (a wrapper for Envoy) and control plane can be run on normal machines instead of only as containers inside Kubernetes.

NOTE: kuma-dp package doesn't work yet, as it depends on Envoy, which isn't packaged yet in our repository. I opened a request for its inclusion in #15565.
