testing/apprise: disable tests on s390x & x86

omni requested to merge omni/aports:disable-some-appraise into master

The tests look the same across architectures on our CI builders (!55326 (merged)) but, for whatever reason, fail on our s390x and x86 package builders. Disable for tests for these architectures for now.
