main/mesa: revert rusticl for freedreno

Sorry @ncopa , I got overexcited. Not know any problems, but MR author suggest we should wait until it gets proper testing (while my usecase is fine, there could be some scenarios we don't know about yet).

The MR is still in draft and could have potentially impact other
parts of Mesa (GL/VK), so let's rather wait for the exciting news when
fully verified.
