main/perl: upgrade to 5.38.2

Same changelog as 5.38.1, so we have already fixed the CVE with that upgrade.

From what i see, this release is mostly bookkeeping changes, i think the most important of which i already covered with the release_status.patch included in the 5.38.1 upgrade.

However, we probably should get this into 3.19 to follow the latest version from upstream.
