testing/py-*: upgrade to latest

• upgrade all of my testing/py-* packages to latest versions
• remove testing/py3-ruamel-yaml due to being a duplicate of community/py3-ruamel.yaml (fixes #15379 (closed))
• remove testing/py3-ruamel-yaml-clib due to being a duplicate of community/py3-ruamel.yaml.clib
