community/glibmm2.68: upgrade to 2.78.0

As mentioned on IRC, 2.68 refers to the soname.

Upgrading telegram-desktop in the same MR because the previous telegram-desktop won't build with the new glibmm2.68, and the new telegram-desktop won't build with the old glibmm2.68. E.g.: they need to be upgraded in lockstep.
