testing/{cssmin, htmlmin, py3-flask-htmlmin}: remove packages

Iztok Fister Jr. requested to merge firefly-cpp/aports:retire-flask-htmlmin into master

I recommend the retirement of three packages that are still in testing. py3-flask-htmlmin is based on the two packages cssmin and htmlmin. cssmin is no longer maintained, while htmlmin seems to be abandoned. Since these three packages are not essential for any other packages, I recommend that we retire these packages.
