community/kiwiirc: don't try to create /var/run/kiwiirc

Trying to package /var/run/kiwiirc/ doesn't really makes sense since it is a common directory to be mounted as tmpfs.

Besides that it doesn't even work. /var/run/ is symlinked to /run/. While building the package that links to the /run/ directory of the host machine and not $pkgdir/run/. If /var/run/ would be a relative symlink to ../run/ the problem wouldn't occur but I am not sure if that is a real benefit.

If a rundir is wanted that path should be created in the init scripts like in !17978 (merged). But I assume that it is not needed since it wasn't changed.

I have seen the same problem in some other packages too.
