testing/anki: new aport

Frank Oltmanns requested to merge fraolt/aports:anki_23.10 into master

Anki has been dropped from aports in January 2023: !43109 (merged)

The reason for dropping the package was that the build system was complicated and a flatpak is available.

Re-introduce the package, because building it has become a lot easier and an up-to-date flatpak is only available for x86_64.
