main/linux-lts: enable CONFIG_RASPBERRYPI_POWER

This is necessary to support the RPi4 xHCI controller. Unfortunately, it cannot be built as a module, and requires a few other dependencies to be builtin. This doesn't increase the size of the kernel image by much, though.
