testing/apk-snap: new aport

apk-snap is a port of the tool snap-pac from Arch Linux.
It triggers snapper to make pre- and post- snapshots of the filesystem for every commit apk makes to world.
This enables easy rollback if e.g. an upgrade in edge were to brick, b0rk, or otherwise make your OS unusable.
This is my first package (ever!)
