Update skarnet.org packages to their latest release

Laurent Bercot requested to merge skarnet/aports:skaware.20231106 into master

A new skarnet.org release is out: this MR updates the whole stack to the newest versions. It also updates BearSSL (a dependency of s6-networking) to its latest git head, since no numbered release is on the horizon. And it rebuilds stuff that depends on libskarnet.so, that has changed major numbers.
