community/encfs: move from main

Assuming encfs was put in main/ before community/ was introduced, it is most likely still useful but hasn't seen updates upstream for a few years and is perhaps superseeded by gocryptfs for its intended purpose. Either way, it doesn't feel like it belongs in main/.
