add new varlink aport as dependency for community/kanshi

varlink is an optional dependency for kanshi. Using it makes the kanshictl command available, to reload the config or switch profiles without killing the program.

Adding this dependency directly to community, since it's a dependency for a package in community, as advised in irc by ikke.
