main/cups: default to syslog

Sertonix requested to merge sertonix/aports:cupsd-syslog into master

Having a unified logging in syslog makes it easier to manage systems. See #15270 (closed). This changes cupsd from logging to there own file to logging into syslog by default. Users can change this in the config file.
