community/snapshot: move from testing and add GNOME Team as maintainers

We are not maintainers of this, so asking for the maintainer for permission:

  • To move to community
  • To allow team/gnome in the Maintainer line, so that we get notified when things change. Snapshot is now part of GNOME Core, so it would be convenient for us. The current behavior of gitlab and the bot means that we will not be able to approve, so hopefully this is not a big blocker 😄
