main/py3-setuptools_scm: upgrade to 8.0.4 (fixes build of py3-pyarrow)

I have this patch as part of !52523 (merged) to allow pyarrow to build successfully in CI, but as that MR looks like it could be delayed due to the aarch64 CI failing to build community/rippled, and the s390x CI being stuck-ish, i think it is better to have this merged first, so any other rebuild of pyarrow will not have to deal with this issue.
