main/btrfs-progs: add btrfs-scan service from wiki
https://wiki.alpinelinux.org/wiki/Btrfs The wiki describes a 'btrfs-scan' service. I've had to add it on systems where I have non-btrfs root partitions and non-root btrfs partitions in fstab. This creates a subpackage for it so btrfs users don't have to add it after the fact.
Would also address #9539 (closed)
