community/gnome-software: enable webapp support

Enable webapp support. Useful for postmarketOS downstream and I was instructed to submit this change here rather than there (source).

tests needs to be disabled because it pulls in a subproject build via wrap. However, I see no reason why tests should be built-in for Software for release builds for Alpine. I couldn't find any docs as to why it's a default build option in GNOME Software, but the setting is at least 5 years old. Any concerns about disabling these?
