main/libwebp: hotfix for CVE-2023-4863
patch taken from nixos: https://github.com/NixOS/nixpkgs/pull/254775
this is probably more a libwebp vuln instead of a chromium one, as we don't use vendored deps for it.
this will also need backporting to stable releases.
